EDUCATION AND EXPERIENCE REQUIREMENTS

  • Ten years' total full-time experience, with a minimum of three years as a Captain and/or Deputy Fire Marshal.
  • An equivalent combination of the above-stated work experience and education is acceptable.

    • Fire Officer 1
    • ADO-Pumper
    • ADO-Aerial
    • Fire Instructor I
    • Inspector I or Investigator for Company Officer.
  • Must have a valid Driver's License.
  • Must have a valid CPR certificate.
  • Employees will be required to complete IS400 and Fire Officer 2 within 1 year of promotion IEMC course(s); Position specific ICS course based on assignment.

GENERAL PURPOSE

This position supervises the activities and operations of a battalion, assists in the development and implementation of a comprehensive fire operation and emergency medical services program, and coordinates and participates in fire operation, prevention, emergency medical, and investigative activities. Receives general direction from the Deputy Fire Chief. Exercises direct supervision over assigned personnel.

ESSENTIAL JOB FUNCTIONS

  • Schedule and coordinate the organization, staffing, and operational activities of a battalion commander.
  • Assist in the development and implementation of a comprehensive fire operation and emergency medical service program.
  • Seek out and attend continuing education.
  • Participate in the development and implementation of goals, objectives, policies, and priorities for assigned area of responsibility.
  • Identify resource needs.
  • Recommend and implement policies and procedures.
  • Select, train, motivate, and evaluate assigned personnel.
  • Provide or coordinate staff training.
  • Work with employees to correct deficiencies.
  • Implement discipline and termination procedures.
  • Direct, coordinate, and review the work plan for assigned programs.
  • Meet with staff to identify and resolve problems.
  • Assign work activities and projects.
  • Monitor workflow: review and evaluate work methods and procedures.
  • Identify opportunities for improving service delivery methods and procedures.
  • Implement improvements.
  • Participate in the development and administration of the assigned program budget.
  • Forecast additional funds needed for staffing, equipment, materials, and supplies.
  • Direct the monitoring of and approve expenditures.
  • Recommend adjustments, as necessary.
  • Coordinate assigned activities with those of other divisions, outside agencies, and organizations.
  • Provide staff assistance to the Deputy Fire Chiefs.
  • Prepare and present staff reports and other necessary correspondence.
  • Attend and participate in professional group meetings.
  • Stay abreast of new trends and innovations in the field of fire prevention, operations, investigation, and emergency medical services.
  • Respond to major incident alarms.
  • Inspect various facilities including schools, hospitals, factories, and buildings for purposes of pre-incident planning.
  • Evaluate existing fire safety conditions applicable to fire safety.
  • Recommend policies, procedures, and ordinance revisions as necessary.
  • Develop and implement procedural methods and practices for conducting pre-fire inspections by fire companies.
  • Assume command of major incidents and determine the need for greater alarms.
  • Coordinate the Inspection and issue Burn Permits.
  • Respond to and resolve difficult and sensitive citizen inquiries and complaints.
  • Schedule and coordinate activities with those of other divisions and outside agencies and organizations.
  • Participate in fire investigations.
  • Determine the need for a fire investigation.
  • Develop and maintain a variety of records and reports.
  • Review and assess available education programs.
  • May assume responsibility for the Fire Department in the absence of the Fire Chief or Deputy Fire Chief.
  • Assumes primary responsibility for battalion training.
  • Participate in safety and risk management activities; take action to reduce liability to the city.
  • Attendance and punctuality are essential functions of this position. Employees are required to work as a team and frequently meet with co-workers and supervisors; employees are required to communicate in-person with the public during office hours; and employees are required to use on-site equipment.
  • Performs other related duties as required/assigned.

KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of the principles, practices, and procedures of modern firefighting, fire prevention, advanced emergency medical services, hazardous materials, and emergency rescue services.
  • Knowledge of the rules, regulations, and operational procedures of the Fire Department.
  • Knowledge of the principles and practices of supervision, training, and team building.
  • Knowledge of the principles, practices, and procedures of the "National Incident Management System (NIMS).
  • Knowledge of local geography, including the location of water supplies and the major fire hazards of the city.
  • Knowledge of modern office practices.
  • Knowledge of city budget and purchasing procedures, methods, and equipment such as computers.
  • Knowledge of federal, state, and local laws, codes, ordinances, and regulations that govern the activities of the Fire Department.
  • Skill in taking control of and directing a variety of emergency and non-emergency service activities related to fire incidents, emergency medical incidents, hazardous materials incidents, rescue incidents, fire prevention, public education, and community disaster preparedness.
  • Skill in the command and coordination of an operations battalion or prevention bureau.
  • Skill in interpreting and explaining city and Fire Department policies and procedures.
  • Skill in conducting thorough fact-finding investigations.
  • Skill in supervising, training, and evaluating assigned staff.
  • Skill in developing, instructing, and leading training sessions and courses.
  • Skill in communicating clearly and concisely, both orally and in writing.
  • Skill in exercising sound judgment and rational thinking under dangerous circumstances
  • Skill in evaluating various options and alternatives and choosing an appropriate and reasonable course of action
  • Skill in analyzing operations activities to develop, recommend, and implement procedures and policies.
  • Skill in preparing and recommending budget proposals for assigned areas of responsibility.
  • Ability to establish and maintain a work environment that is free of discrimination and hostility.
  • Ability to meet the emergency medical technician requirement prescribed by the IFSAC/Pro-Board or Ogden City.
  • Ability to meet the various N.F.P.A. certification requirements prescribed by the State of Utah.
  • Ability to perform duties for extended periods of time.
  • Ability to comply with all city policies and regulations, including safety and risk management standards.
  • Ability to effectively deal with personal danger and hazards when exposed to fire conditions, toxic environments, dangerous persons, dangerous animals, emergency driving, working in and near traffic, natural and manmade disasters including severe weather conditions, and natural and man-made disasters.
  • Ability to adapt schedule to attend meetings and planning sessions outside of the typical fire department work schedules.
  • Ability to maintain mental capacity allows for effective interaction and communication with others.
  • Ability to establish and maintain effective working relationships with those contacted in the course of work.

Assessment Center will be October 14th - October 17th, 2025
