POSITION SUMMARY

Provides zoning and public nuisance code enforcement for the city to improve the quality of life in our community; and improve the appearance and safety of commercial and residential neighborhoods of the city.  Receives immediate direction from the Code Services Supervisor.  Does not supervise other employees.

 

EXPERIENCE AND TRAINING STANDARDS

Two years of responsible code enforcement experience with a government regulatory agency, preferably with a municipal or county government entity desired.  Education equivalent to the completion of the twelfth grade.  Formal training in Construction Management, Building Code Compliance or related field or equivalent experience in code enforcement, code compliance or building construction trades substituted on a year for year basis.  Possession of or ability to obtain a valid Utah driver's license. Possession of AACE or ICC certification as Certified Zoning Enforcement Officer within six months of employment.

 

NIMS REQUIRED TRAINING

Employee will be required to complete NIMS IS100, IS200, IS700, and IS800 within six months of hire.

 

Failure to obtain/maintain license and certificate as outlined above may result in termination from the position.

 

ESSENTIAL JOB FUNCTIONS

  • Promotes and follows the City's mission statement, values and expectations for commercial and neighborhood improvements and compliance to municipal codes.
  • Performs the daily operation of code compliance for zoning, housing and public nuisance  violations.
  • Negotiates and recommends solutions to gain compliance in enforcement disputes.
  • Evaluates technology needs that will improve performance and compliance.
  • Responds to citizen and property owner complaints regarding zoning, public nuisance and housing code compliance.
  • Documents case with photographs that clearly identifies violation.
  • Documents violations in a manner consistent with municipal codes for possible prosecution if compliance is not obtained.
  • Prepare case reports for court or administrative proceedings.
  • Attends and testifies in court proceedings to gain prosecution of code violations.
  • Enforce proper zoning, nuisance, property maintenance, health and safety requirements.
  • Issue notices of violations as necessary and take actions to enforce City codes.
  • Research to determine the approved conditional uses of property.
  • Determine ownership of property to ensure correct notification.
  • Inspect property for abandoned or inoperative vehicles.
  • Inspect property for violations of zoning, nuisance, property maintenance , health and safety ordinances or regulations. 
  • Oversee abatement of nuisance properties and removal of abandoned vehicles.
  • Serve as a resource to other City departments regarding zoning and other problems.
  • Maintain records and reports of inspections and surveillance activities.
  • Participate in safety and risk management activities; take action to reduce liability to the city.
  • Attendance and punctuality are essential functions of this position.  Employee is required to work as a team and frequently meet with co-workers and supervisors; employee is required to communicate in-person with the public during office hours; and employee is required to use on-site equipment.
  • Perform related duties and responsibilities as required.

 

MARGINAL JOB FUNCTIONS

  • Attend and participate in meetings with Community Oriented Policing for serious code violations that exhibit criminal violations.
  • Prepares Notice of Dangerous Building and Order to Abate violations and submits file to the Building Official for processing for compliance or demolition.
  • Participates and provides training to code enforcement employees on city procedures, the Property Maintenance Code or arranges for zoning ordinance training from the Planning Manager.
  • Continue professional development by attending professional conferences and training sessions.
  • Be aware of new trends in code enforcement and techniques for improvement.

 

QUALIFICATIONS

Knowledge, skills, abilities:

  • Knowledge of zoning code enforcement practices, methods and techniques of inspection including civil and criminal citation procedures.
  • Knowledge of the Ogden City Municipal Code; particularly the Zoning Ordinance, Public Nuisance Ordinance and the International Property Maintenance Code, specifically housing code requirements.
  • Knowledge of professional business communication including professional conversation, letters, emails, and business reports.
  • Knowledge of complex principles and techniques of inspection.
  • Knowledge of conflict resolution techniques.
  • Knowledge of City, State and/or Federal codes, laws, ordinances and regulations pertaining to zoning, housing and public nuisance code violations.
  • Skills to perform complex work assignments.
  • Skills to use personal computer to access data base for efficient management of workload and determine status of enforcement.
  • Court room procedures.
  • Work with diverse cultural and soci-economic groups.
  • Communicate clearly and concisely, both orally and in writing.
  • Maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include walking, standing or sitting for extended periods of time.
  • Maintain effective audio-visual perceptions needed for making observations, communicating with others, reading and writing, and operating assigned equipment as required by the position.
  • Ability to respond to establish priorities, work independently, and evaluate and negotiate alternatives to gain compliance.
  • Ability to communicate complex laws and regulations to the public or in a court of law, explain city initiatives to improve community standards and convince violators the importance of compliance.
  • Ability to employ conflict resolution techniques to gain compliance.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Maintain mental capacity which allows for effective interaction and communication with others.
  • Ability to comply with all city policies and regulations, including safety and risk management standards.

PHYSICAL REQUIREMENTS

Work is performed in an office environment, in a city owned vehicle and on construction sites,  occupied or vacant properties, and commercial sites.  Exposure to dust, noise and inclement weather.  On occasions, there may be exposure to stressful human behavior situations due to disagreement.  Walking required on a daily basis.  Maybe be extended periods of sitting at desks and in vehicles. Some climbing, lifting, and stooping for completing inspections.

MOTOR VEHICLE REPORT

Driving record of successful applicant will be obtained by the HR office.

 

EDUCATION REQUIREMENT

Successful applicant must submit a copy of above education requirements when requested.

 

VETERAN'S PREFERENCE POINTS

Applicants MUST submit a copy of their DD-214 to the Human Resource office during the interview process.  This is for initial appointments only.

 

SALARY RANGE

Range 32 - $1,283.30 to $1,753.59 (Bi-weekly Rate) (DOQ).  Typically hire at minimum.  This position is eligible for benefits.
