POSITION SUMMARY

The Business License Enforcement Officer shall perform residential, rental, commercial and other business license inspections, utilize researched data and reports to determine enforcement needs and interact with the public in person and on the phone to investigate and resolve any business license enforcement concerns including the collection of the annual fee.  Receive direction from the Building Services Manager and Business License Coordinator.

 

EXPERIENCE AND TRAINING STANDARDS

Requires three years of increasingly responsible secretarial and/or clerical experience.  Training equivalent to the completion of the twelfth grade.  College level course work in business administration, computer science, or a related field is preferred. Must have and maintain a valid Utah driver's license.

 

NIMS REQUIRED TRAINING

Employee will be required to complete NIMS IS100 and IS700 within three months of hire.

 

Failure to obtain/maintain license and certificate as outlined above may result in termination from the position.

 

ESSENTIAL JOB FUNCTIONS

  • Inspect building before issuing business license and conduct random field inspections to ensure compliance to City codes, ordinances and state regulations.
  • Use a computer and enter and maintaining records in a database.
  • Understand property abstracts and Weber County plat maps.
  • Investigate residential-based businesses, rental units and commercial establishments for compliance with Ogden City Rental Program and City codes and ordinances.
  • Interact with the public in person and on the phone on a daily basis to investigate and resolve any business license enforcement concerns.
  • Coordinate and communicate the Zoning Code Enforcement Inspectors.
  • Complete all assigned reports.
  • Enter enforcement data into business license computer system.
  • Attend meetings as needed.
  • Coordinate and communicate essential information with the Business License Coordinator and Building Services Manager.
  • Resolve enforcements concerns assigned by City Mayor.
  • Prepare a variety of memorandum, letters and other enforcement reports; follow up on reports, letters and items requiring further action including delinquent payments, correction notices and good landlord program concerns.
  • Tells new businesses about Ogden City's business licensing requirements.
  • Prepare documents for legal complaints.
  • Implements a business license program to identify and ensure compliance by business owners and operators.
  • Participate in safety and risk management activities; take action to reduce liability to the city.
  • Attendance and punctuality are essential functions of this position.  Employee is required to work as a team and frequently meet with co-workers and supervisors; employee is required to communicate in-person with the public during office hours; and employee is required to use on-site equipment.
  • Perform related duties and responsibilities as required.

  • Communicate clearly and concisely, both orally and in writing.
  • Deal with difficult citizen or business owner in an effort to collect or enforce city business license ordinances.
  • The principles and practices of City business license administration.
  • Working knowledge of the geography of the City.
  • Working knowledge of research techniques and source information related to business licensing and ownership.
  • Working knowledge of and ability to enforce state and municipal codes related to business licensing.
  • Maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include the following: Sitting for extended periods of time and operating assigned equipment.
  • Maintain effective audio-visual discrimination and perception needed for: Making observations, communicating with others, reading and writing, and operating assigned equipment as required by the position.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Maintain mental capacity which allows for effective interaction and communication with others.
  • Ability to comply with all city policies and regulations, including safety and risk management standards.

PHYSICAL REQUIREMENTS

Work in an office environment; sustained posture in a seated position and prolonged periods of typing.  While performing the duties of this job, the employee is frequently required to sit, walk and talk or hear.  The employee is occasionally required to lift and or move up to 20 lbs.

 

CRIMINAL HISTORY BACKGROUND CHECK   

Successful applicant must pass background check.

 

MOTOR VEHICLE REPORT

Driving record of successful applicant will be obtained by the HR office.

 

EDUCATION REQUIREMENT

Successful applicant must submit a copy of above education requirements when requested.

 

VETERAN'S PREFERENCE POINTS

Applicants MUST submit a copy of their DD-214 to the Human Resource office during the interview process.  This is for initial appointments only.

 

SALARY RANGE

Range 32 - $1,283.30 to $1,753.59 (Bi-weekly Rate) (DOQ).  Typically hire at minimum.  This position is eligible for benefits.
